It sounds like the motor is bad. The only other thing that could cause your issue your having is if something was stuck in the blower wheel. You can check this by trying to spin the drum by hand. If you are able to spin the drum, the motor is bad. If you cannot spin the drum, then you have something stuck in the blower wheel.
As far as repair or replace. Overall, it would cost less to replace the motor than it would to replace the dryer. But that depends who much you like your dryer. Sometimes my customers are looking for a good reason to replace their dryer. As far as that goes, this would be good reason.
