What would cause my Masytag Neptune to stop at each rinse cycle and cause me to have to hand advance it until the end of the wash?

When it gets to rinse cycle does it fill with water then stop or no water comes in? Alsowhat's the model #.

It does fill with water, but will not advance to drain out.

But, the timer will advance all the way to the first rinse cycle.

I had also read somewhere that this could be caused by a clogged cold water line. Is that possible to cause this problem?

It will stop at rinse #1, then if I move it one click it will go all the way to the begining of rinse #3, then it will stop again until I move it to spin.
